Resumo

Como compatibilizar a proteção de dados pessoais com a abertura dos dados, tornando os mercados digitais mais desconcentrados e democratizados? A partir desta pergunta, o presente ensaio analisa a literatura contemporânea sobre dados abertos e privacidade e relatórios internacionais sobre o tema, como o produzido pelo governo do Reino Unido e pelo Fundo Monetário Internacional, oferecendo um ferramental analítico para pensar a compatibilização dessas duas agendas. De forma a organizar o debate contemporâneo e suas múltiplas dimensões, intitulamos essa agenda de “dados pessoais abertos”.

Rafael Augusto Ferreira Zanatta, Universidade de São Paulo

Doutorando pelo Instituto de Energia e Ambiente da USP. Mestre em Direito pela USP. Mestre em Direito e Economia Política pela Universidade de Turim.

Ricardo Abramovay, Universidade de São Paulo

Professor do Departamento de Economia da FEA/USP. Professor sênior do Programa de Ciência Ambiental do Instituto de Energia e Ambiente da USP.
